The Most Holy Governing Synod (Святѣйшій Правительствующій Сѵнодъ, Святейший Правительствующий Синод) was the highest governing body of the Russian Orthodox Church between 1721 and 1918 (when the Church re-instated the Patriarchate). Zamfir Constantin Arbore (born Zamfir Ralli, Земфирий Константинович Арборе-Ралли, Zemfiriyi Konstantinovich Arborye-Ralli; also known as Zamfir Arbure, Zamfir Rally, Zemphiri Ralli and Aivaza;Felea (1971), p.9 November 14, 1848 – April 2 or April 3, 1933) was a Bukovinan-born Romanian political activist originally active in the Russian Empire, also known for his work as an amateur historian, geographer and ethnographer.
