The National Plan for Hispanic Ministry The 1988 General Conference of the United Methodist Church (UMC), the highest legislative body of the organization authorized the development of a comprehensive national plan for Hispanic ministries, but first a committee to gather information about demographic changes and trends, and ministerial needs of 320 Hispanic congregations in the country was formed.
