The Turkish local elections of 2004 were held throughout the eighty-one Provinces of Turkey on 28 March 2004 in order to elect both mayors and councillors to local government positions. [1]

Hatay Province

Hatay Province (Hatay ili) is a province in southern Turkey, on the eastern Mediterranean coast. The administrative capital is Antakya (Antioch), and the other major city in the province is the port city of İskenderun (Alexandretta). It is bordered by Syria to the south and east and the Turkish provinces of Adana and Osmaniye to the north. The province is part of Çukurova (Cilicia), a geographical, economical and cultural region that covers the provinces of Mersin, Adana, Osmaniye, and Hatay. There are border crossing points with Syria in the district of Yayladağı and at Cilvegözü in the district of Reyhanlı. Kocaeli Province

Kocaeli Province (Kocaeli ili) is a province of Turkey and one of only two to not have the same official name as its capital, İzmit, which is thus also sometimes called Kocaeli. The province is the successor of the Ottoman-era Sanjak of Kocaeli. The largest towns in the province are İzmit and Gebze. The traffic code is 41. The province is located at the easternmost end of the Marmara Sea around the Gulf of İzmit. Kocaeli is bordered by the province of Istanbul and the Marmara Sea to the west, the Black Sea to the north, the province of Sakarya to the east, the province of Bursa to the south and the province of Yalova to the southwest.
