The Battle of Jutland (Skagerrakschlacht, the Battle of Skagerrak) was a naval battle fought by the British Royal Navy's Grand Fleet under Admiral Sir John Jellicoe, against the Imperial German Navy's High Seas Fleet under Vice-Admiral Reinhard Scheer during the First World War. A workers' council is a form of political and economic organization in which a single local administrative division, such as a municipality or a county, is governed by a council made up of temporary and instantly revocable delegates elected in the region's workplaces.
