A (ذمي,, collectively أهل الذمة / "the people of the dhimma") is a historical term referring to non-Muslims living in an Islamic state with legal protection. A qadi (قاضي; also cadi, kadi or kazi) is the magistrate or judge of the Shariʿa court, who also exercises extrajudicial functions, such as mediation, guardianship over orphans and minors, and supervision and auditing of public works.
