The Southern California Rapid Transit District (almost always referred to as RTD or rarely as SCRTD), was the successor to the original Metropolitan Transit Authority after it became apparent that it was under-powered for the job of remaking mass transit in Los Angeles (it lacked the powers of eminent domain and local taxation, and had a seven member board appointed by the Governor), and a public relations problem for elected officials when it rejected monorails after years of study and embraced subway along Wilshire Boulevard as its Backbone Route.
