Baitullah Mehsud

Baitullah Mehsud (Pashto,بیت اللہ محسود); c. 1972 – c. 5 August 2009) was a leading militant in Waziristan, Pakistan, and the leader of the Tehrik-i-Taliban Pakistan (TTP). He formed the TTP from an alliance of about five militant groups in December 2007.Abbas, Hassan." ". CTC Sentinel 1 (2): 1–4. January 2008. He is thought by U.S. military analysts to have commanded up to 5,000 fighters and to have been behind numerous attacks in Pakistan including the assassination of Benazir Bhutto which he and others have denied. Disagreement exists over the exact date of the militant's death. Pakistani security officials initially announced that Baitullah Mehsud and his wife were killed on 5 August 2009 in a U.S. Central Intelligence Agency drone attack in the Zangar area of South Waziristan. Interior Minister Rehman Malik delayed giving official confirmation and asked for patience and an announcement by Inter Services Public Relations (ISPR) or other agencies. Kafayat Ullah, a TTP source, also announced the death of the militant in the strike, as did his deputy Faqir Mohammed. Later Tehrik-i-Taliban Pakistan commander Hakimullah Mehsud denied previous TTP announcements and said Mehsud was in good health. Major General Athar Abbas, ISPR spokesman, and Robert Gibbs of the White House said his death could not be confirmed, U.S. National Security Adviser James L. Jones also claimed that there was "pretty conclusive" evidence that proved Baitullah Mehsud had been killed and that he was 90% sure of it. On 23 August 2009, Hakimullah Mehsud and Wali-ur-Rehman telephoned the BBC to say that the Baitullah Mehsud had died on 23 August 2009 due to injuries sustained during the 5 August attack. On 30 September 2009, the BBC received a video that showed the body of Mehsud. Syed Saleem Shahzad, writing in the Asia Times, described Baitullah Mehsud as a physically small man, with diabetes.

Lessons Learnt and Reconciliation Commission

The Lessons Learnt and Reconciliation Commission (LLRC, උගත් පාඩම් හා ප්‍රතිසන්ධාන කොමිෂන් සභාව Ugath Padam Ha Prathisandhana Komishan Sabhava), கற்றுக்கொண்ட பாடங்கள் மற்றும் நல்லிணக்க ஆணைக்குழு) was a commission of inquiry appointed by Sri Lankan President Mahinda Rajapaksa in May 2010 after the 26-year-long civil war in Sri Lanka. The commission was mandated to investigate the facts and circumstances which led to the failure of the ceasefire agreement made operational on 27 February 2002, the lessons that should be learnt from those events and the institutional, administrative and legislative measures which need to be taken in order to prevent any recurrence of such concerns in the future, and to promote further national unity and reconciliation among all communities. After an 18-month inquiry, the commission submitted its report to the President on 15 November 2011. The report was made public on 16 December 2011, after being tabled in the parliament. The commission concluded that the Sri Lankan military didn't deliberately target civilians but the rebel Liberation Tigers of Tamil Eelam (LTTE) repeatedly violated international humanitarian law. According to the commission the military gave the "highest priority" to protecting civilians whereas the Tamil Tigers had had "no respect for human life". The commission admitted that civilians had been killed by the Sri Lankan military, albeit accidentally, contradicting the government's line that there were zero civilian casualties. The commission did, however, receive some eyewitness evidence alleging abuse by the military which warranted further investigation and, if necessary, the prosecution of perpetrators. The commission acknowledged that hospitals had been shelled, resulting "considerable civilian casualties", but it did not say who was responsible for the shelling. The commission blamed Sinhalese and Tamil politicians for causing the civil war: the Sinhalese politicians failed to offer a solution acceptable to the Tamil people and the Tamil politicians fanned militant separatism. The commission has been heavily criticised by international human rights groups, the UN Panel of Experts and others due its limited mandate, alleged lack of independence and its failure to meet minimum international standards or offer protection to witnesses. These critics believed that the Sri Lankan government was using the commission as a tool to prevent an independent international investigation of alleged abuses. As a consequence of this Amnesty International, Human Rights Watch and the International Crisis Group refused to appear before the commission.

2010 Hong Kong electoral reform

The 2010 Hong Kong electoral reform was the series of events began in 2009 and finalized in 2010 under the Consultation Document on the Methods for Selecting the Chief Executive and for Forming the LegCo in 2012, a document published on 18 November 2009 by the Government of Hong Kong, ostensibly to broaden the scope of political participation and increase the democratic elements in the 2012 elections in line with the Hong Kong Basic Law. The proposals included modifying the arrangements for electing the Chief Executive of Hong Kong and the composition and ways of electing the city's legislature in 2012, in line with the December 2007 decision of the Standing Committee of the National People's Congress (NPCSC). While the pan-democracy camp attacked the conservative proposals as a rehash of those already rejected in 2005, the government said its proposals were "more democratic", and could not exceed what was authorised by Beijing. The consultations took place in the backdrop of talks about a de facto referendum, and the Hong Kong by-election, 2010 precipitated by the resignation of five pan-democrat legislators in January 2010. Official attempts to secure the passage of the proposals resulted in a media campaign by the city's leaders and an unprecedented televised debate between the Chief Executive and a leader of an opposition party; it also resulted in renewing of dialogue between Beijing and the Pan-democrats which ceased after the Tiananmen Square protests of 1989. Following the Central Government's acceptance at the eleventh hour of a proposal by the Democratic Party concerning the new District Council functional constituency seats which they had up to that point opposed as being in contravention of the Basic Law, the consultation package was accepted by LegCo on 25 June, with 46 votes. The pan-democrat camp was split when the Democratic Party voted with the government amidst severe recriminations and protests of betrayal; the League of Social Democrats and the Civic Party remained opposed to the package but were unable to block the passage. The Chief Executive assented on 29 June 2010, and China's parliament ratified the decision on 28 August.
