Akhter Hameed Khan (اختر حمید خان, pronounced; 15 July 1914 – 9 October 1999) was a Pakistani development practitioner and social scientist. The Orangi Pilot Project (اورنگی پائلٹ پراجیکٹ; abbreviated OPP) collectively designates three Pakistani Non-governmental organisations working together, having emerged from a socially innovative project carried out in 1980s in the squatter areas of Orangi Town, Karachi, Pakistan.
