The Baltic governorates (Прибалтийские губернии), originally the Ostsee governorates (Ostseegouvernements, Остзейские губернии), was a collective name for the administrative units of the Russian Empire set up in the territories of Swedish Estonia, Swedish Livonia (1721) and, afterwards, of Duchy of Courland and Semigallia (1795). The Tsardom of Russia (Русское царство, Russkoye tsarstvo or Российское царство, Rossiyskoye tsarstvo), also known as the Tsardom of Muscovy, was the name of the centralized Russian state from assumption of the title of Tsar by Ivan IV in 1547 until the foundation of the Russian Empire by Peter the Great in 1721.
