Chester Alan Arthur (October 5, 1829 – November 18, 1886) was an American attorney and politician who served as the 21st President of the United States from 1881 to 1885; he succeeded James A. Garfield upon the latter's assassination. The Secretary of State is a senior official of the federal government of the United States of America, and as head of the U.S. Department of State, is principally concerned with foreign policy and is considered to be the U.S. government's equivalent of a Minister for Foreign Affairs.
