The Barnard Castle by-election, 1903 was a parliamentary by-election held for the British House of Commons constituency of Barnard Castle, in County Durham, on 24 July 1903. Richard Bell (1859 – 1 May 1930) was one of the first two British Labour Members of Parliament, and the first English one, elected after the formation of the Labour Representation Committee in 1900.
