Her short run Secretary-General at the UN ended following a vote at the UN Security Council on 5 October, where Georgieva ranked number eight out of ten candidates. In the same vote, António Guterres got the support of the Security Council for the post of UN Secretary-General. On 28 October, the World Bank announced that Georgieva would become the first CEO of the bank starting on 2 January 2017. Rocco Buttiglione (born 6 June 1948) is an Italian Union of Christian and Centre Democrats politician and an academic. Buttiglione's nomination for a post as European Commissioner with a portfolio that was to include civil liberties, resulted in controversy as some political groups opposed him for his conservative Roman Catholic views against homosexuality, despite his assurances that these were only his personal convictions and would not dictate his administration. Buttiglione is a Professor of political science at Saint Pius V University in Rome, and member of the Pontifical Academy of Social Sciences. He served as a minister for EU policies (from 2001 to 2005) and then as Minister for Cultural Assets and Activities (from 2005 to 2006) in Silvio Berlusconi's governments. In 2005 Buttiglione received an honorary doctoral degree for his commitment to the ideas of liberty. In May 2006, he unsuccessfully ran for mayor of Turin.

Bulc earned a bachelor's degree in Computer Science and Informatics at the Faculty of Electrical Engineering, University of Ljubljana, Slovenia, as well as a master's degree in Information Technology at the Golden Gate University of San Francisco. She then worked from 1991 to 1994 as an expert for wide area networks performance analyses at Dhl Systems of Burlingame, California. In 1994 she returned to the then-independent Slovenia, where she worked as the Manager of Institutional Traffic (until 1997) and then the Director of Carrier Business (till 1999) for Telekom Slovenia. From 1999 to 2000 she was the vice-president of Telemach Ltd, a major telecommunications provider, and from 2000 to 2014 the CEO of Vibacom Ltd, Sustainable Strategies and Innovation Ecosystems. Bulc joined Slovenian politics together with Miro Cerar in 2013, and was appointed Chief of the Program Committee of the Miro Cerar Party. Bulc has been serving as a Minister without Portfolio responsible for Development, Strategic Projects and Cohesion and Deputy Prime Minister since 19 September 2014 until 1 November 2014 in the centre-left Cabinet of Miro Cerar. On 10 October 2014, the Slovenian government announced that Bulc was going to be Slovenia's nominee for the position of the European Commissioner on the Juncker Commission, replacing Alenka Bratušek. After a successful confirmation hearing in front of the European Parliament's Committee on Transport and Tourism, Bulc was assigned with the transport portfolio.
